Key eligibility: Any veteran who served in the active military, naval, air, or space service and was discharged under conditions other than dishonorable. Combat veterans receive 5 years of enhanced eligibility after separation. Veterans with service-connected conditions enroll in Priority Group 1-3.

Priority Groups 1–8 determine your copay level. Group 1 (100% P&T or former POW): no copays. Group 6: lower-income veterans and Camp Lejeune veterans. Group 8: higher-income veterans may have copays but still receive VA care.

📜 What the PACT Act Does

Signed August 10, 2022 by President Biden. The largest expansion of VA benefits in decades. Key provisions:

  • Expands presumptive service connection for toxic exposure — VA no longer requires veterans to prove their illness was caused by exposure
  • Covers post-9/11 veterans exposed to burn pits, airborne hazards, and open-air exposure during service in the Gulf War, Afghanistan, and other qualifying locations
  • Extends Agent Orange presumptive coverage to Thailand, Laos, Cambodia, Guam, American Samoa, and Johnston Atoll (Blue Water Navy veterans are covered under a separate 2019 law)
  • March 5, 2024: All veterans and service members with toxic exposure history became eligible to enroll directly in VA health care, regardless of era of service; every enrolled veteran also receives a toxic exposure screening at least once every 5 years
  • Supplemental Claims with change-in-law basis require NO new evidence — the law change itself is sufficient

Veterans with qualifying burn pit / airborne hazard exposure who develop any of these cancers may qualify for a presumptive service connection under the PACT Act. VA groups presumptive cancers into these categories:

VA FHIR R4 via VA Lighthouse — OAuth2 PKCE standard
🔴 38 U.S.C. § 7332 — Special Federal Privacy Protections for VA Records VA records related to drug abuse, alcoholism or alcohol abuse, infection with HIV, and sickle cell anemia are protected under 38 U.S.C. § 7332 — protections that are STRICTER than HIPAA and carry criminal penalties for knowing violations (38 U.S.C. § 7332(g)).

MyRxWallet's approach: A SEPARATE, specific written authorization meeting all requirements of 38 CFR § 1.475 is required BEFORE any such records can be imported, stored, or shared. These records are NEVER included in a standard VA FHIR import. Your § 7332-protected data will only be imported if you provide explicit, separate written consent naming: (A) MyRxWallet as the entity making the disclosure; (B) the purpose; (C) what information may be imported; and (D) your right to revoke in writing at any time.

You also have the right to request complete deletion of any § 7332-protected records from your account at any time by contacting support@myrxwallet.io. No retention period applies to § 7332-protected records after a deletion request.
VA FHIR R4 Integration Status The VA FHIR R4 integration is currently in development. Production access requires an approved production API key from VA Lighthouse (developer.va.gov). The Connect VA feature below is available for testing with VA sandbox credentials. Production launch pending VA Lighthouse production application approval. ⚕️ What the VA Connection Imports (Standard FHIR R4)

When you authorize the VA connection via VA Lighthouse OAuth2 PKCE, the following FHIR R4 resource types are imported to your MyRxWallet health record:

  • Medications and prescription history
  • Allergies and adverse reactions
  • Medical conditions and diagnoses (excluding §7332-protected categories without separate consent)
  • Immunization records
  • Lab results and vitals
  • Visit notes and clinical documents
  • Procedures and care team information

What is NOT imported without §7332 consent: Any VA record related to substance use disorder, alcohol use disorder, HIV status, or sickle cell anemia. These require a separate, specific authorization (described above).

🔒 Privacy Act & Data Retention Disclosure

Privacy Act of 1974: Your VA health records originate from the VA's VistA system, which is a federal Privacy Act System of Records (SORN: 24VA10A7, "Patient Medical Records – VA"). Certain Privacy Act rights apply to the VA's handling of your records — separate from HIPAA rights applicable to non-VA records on this platform. To exercise VA Privacy Act rights, contact the VA Privacy Service at 810 Vermont Avenue NW, Washington, DC 20420.

VA Lighthouse Terms of Service: Your use of the Connect VA feature is subject to VA Lighthouse Terms of Service. VA (not MyRxWallet) controls the underlying authorization grant and can revoke it at any time.

Data Retention After Disconnect: VA health records imported to MyRxWallet are retained in your account even after you disconnect your VA connection, unless you explicitly request deletion. To request complete deletion of all VA-sourced records from your account, contact support@myrxwallet.io. Deletion requests for §7332-protected records are processed within 24 hours.
